As a boy, my maternal grandfather read a newspaper comic strip named, "Buck Rogers." The title character was a 20th Century man who awoke in a super tech, super violent world of the 25th Century.

September 11th, 2001, with its swarthy sky pirates, covert combat communications via public library computers and the call to warrior passenger hood makes me wonder if I'm a "Bro Rogers"- a Black man from the past thrown into a chaotic tomorrow?

If ones definition of being Black includes a healthy suspicion of ones surroundings ( Big government & Big business included ) protected by a readiness for legal self-defense, then this identity experienced a quantum increase in membership on 9/11.

While some American Blacks are indeed pacifists, most brothers and sisters will fight when necessary.

Our White colleagues, on that day of days, were thrust into a state of consciousness similar to our own. They now find themselves transformed into silent sentries on watch for a much-feared enemy.

Accompanying this awareness is a conclusion, foreign to many White and Black upper income professionals, that they may have to personally risk life and limb without the luxury of someone else (private security, law enforcement or the military) coming to the rescue.
Recent IRS and NSA spying scandals also indicate how little protection class offers if those on high deem your politics questionable.

What a difference a day makes, on September 11th and fast forward to when these current scandals debuted!

White America has traumatically entered a combative landscape familiar to American Blacks for centuries.

Our past "al-Qaida" and "Taliban" was the plantation, large elements in local/state/federal government and every other institution woven into the national fabric.

Our "Osama Bin Laden" had names forgotten and historically revered and titles: "Massuh", "Boss", "Sir", etc., that we had to use under pain of not only individual execution but also to avoid mass exercises of domestic terror.

The message of Strategic Blackness to a shell shocked White populace is: keep your eyes open and consult your Black counterparts daily on how to oppose sudden, merciless aggression, while still staying sane and happy.

Being faithful, patriotic nor hard working isn't shield enough anymore. In fact, these good habits may make you even more suspect in some eyes, which is why heightened awareness is key!

This technique has been perfected from the "out house to the state house," to borrow a phrase from the Reverend Jesse Jackson.

It consists of possessing a heightened expectation of, and planning for, worst-case scenarios in
everyday life.

For example, most Black men, straight, gay, liberal conservative, etc., upon observing a police officer intently looking his way, begin scrolling a mental checklist consisting of behavorial, legal, even theological options to be used in the event an unpleasant encounter occurs.

This has nothing to do with presumed guilt or innocence and everything to do with a multi-generational dance between freedom and its instant denial on the part of these two subjects- who may now be the same color, thanks to integration.

A humorous illustration of "Strategic Blackness" is the often repeated joke about Black people rapidly departing a haunted house upon hearing a disembodied voice whisper, "Get out!" while their White counterparts walk blithely into the monster's clutches.

Message: Don't consider yourself too special to be harmed, nobody is exempt from being menaced.

An Israeli citizen, on average, is more apt to entertain sinister possibilities concerning his surroundings than are most Americans.

This awareness is the result of hard-won experience and cultural training and is not the exclusive province of any one ethnic or religious group.

If anything, "Strategic Blackness" provides an opportunity for us to create a more alert, unbiased national identity that uses as a baseline the heightened security awareness that many
American Blacks accepted as a given prior to 9/11 and the feeling of safety most Whites fear may be irretrievably lost.

We've been at this survival game much longer than the television show by the same name.

Such information sharing is the difference between life and death in a future where we all feel "Black."

At least strategically.

While the Brits are known for their " stiff upper lip " ( calm in the face of danger ), the coolness displayed by these meat cleaver wielding attackers and onlookers was surreal by histrionic American standards.

Another profoundly disturbing element was how the pair of British attackers of Nigerian ancestry held an impromptu press conference despite being bloody from their handiwork.

They could have been a rap duo who'd just stepped off stage for all intents and purposes.

As I stated in the above video, all this duo and possible accomplices accomplished was satisfying every bestial stereotype one could lob toward Black Muslims and the Black community globally.

Attacking a defenseless British soldier in this fashion shows these two and their cohorts are horrifically divorced from reality.

Black advocates, Muslim and otherwise, who value advancing the cause of freedom should condemn this act.

The absence of such condemnation makes future allegations of racism ring hollow in the ears of skeptics with good memories.

Evil this clear is simple to condemn- unless one agrees with it on some level.

The London beheading did nothing for Black Muslims and Black activists there and globally.

If anything, it may set the clock of racial and religious harmony back as the West wonders just what lurks in its midst.

Liberty activist Adam Kokesh has left a heavy concept upon the liberty-challenged brow of the American government: whether his planned July 4th, Open Cary march in DC will be stopped or not?

As a liberty activist of a decidedly darker hue I hasten to include this addendum, " What if groups of armed Black men and women joined its ranks? "

Inner city hostages labor against a callous Catch 22 where thugs in blue jeans and sometimes blue uniforms conspire to reduce them to targets. The rigid gun control of killing fields like Chicago beg the question why law abiding American Blacks haven't marched for gun rights yet?

"Gun Crow" is my nick name for stringent limits upon 2nd Amendment recognized liberties from the fall of Reconstruction to the wake of measures taken after the original Black Panthers legally carried fire arms in American cities.

Marissa Alexander is a Floridian sentenced to 20 years in prison for firing a warning shot at a domestic abuser, despite the state's famed, " Stand Your Ground " self defense law.

Her fate is what too many American Blacks get from police, prosecutors and judges who still can't warm up to the idea of us defending ourselves like other citizens.

While conservative, I live in the same color coded reality as everyone else, especially as a Black male Southerner.

This is something Black opponents of Gun Crow should consider joining, if for no other reason than to test whether the Obama Administration considers law abiding Black folks with guns the threat its predecessors did?

Two Front War For New Orleans Urban Safety

New Orleans' Black majority has thugs in blue jeans out shooting much fewer thugs in blue uniforms against whom we mobilize much more energetically to oppose.

I always suggest a two front approach to urban safety when working with anti-police brutality activists.

My focus is on both sides of predators in blue: private ones whose handiwork regularly makes headlines and public ones whose less frequent rampages disturb my community due to the position suspects hold in society.

Anti-police brutality activists always stress how bad cops are a worse threat than community rogues I've labeled chocolate Klansmen.

I won't rehash that debate here, but suffice it say I wish my community would protest these bad characters with the same ferocity reserved for bad cops.

Here in New Orleans, bad cops have brought down a federal consent decree aimed at improving police/community ( read: especially BLACK community ) relations with a public whose varied demographics uniformly mistrust the New Orleans Police Department.

I know White law and order conservatives who sound like Black Panthers at the mere mention of the acronym, NOPD.

Clearly, this toxic mistrust isn't just a Black problem, its a New Orleans problem.

One advantage of my activist brand is politicians and officers know I'm not a cop hater. My mentor retired from the NOPD and I don't consider all cops racist or worst.

That said, I know from personal experience; anecdotal evidence and research that this department reflects the roguish culture of this city.

Remember, privateers like Jean Lafitte used to hang out here so anything goes in some minds.

After moving here, Black men warned me to expect the police to stop me for no other reason than WWB: walking while Black.

Three years later I've yet to have that experience.

They also regaled me with tales of beatings; cover ups and murder under color of the law the likes of which would make a good Easy Rawlins novel.

I've had to file a complaint against an NOPD officer. I've also filed commendations for others.

Black male/police unity is one of a host of seemingly impossible civic dreams I pursue.

Currently, despite the presence of Black officers, this department and Black male civilians warily pass each other in public.

While positive encounters exist, they are overshadowed by distrust and hostility. It's not uncommon for even Black officers to visibly tense when Black male citizens approach.

My anti-police brutality peers say this is proof of how police corruption can turn Black cops against their own community.

I hasten to add that the crime some brothers commit so often here is another good reason why officers of any color get on guard around us.

The history is very explicit: New Orleans police started out as slave patrols, with each assigned area called a " beat " ( Sound familiar? ).

" Black Police In America " by W. Marvin Dulaney, is where I got this information and urge you to read it.

My mentor was amazed at how much the basic police culture he was introduced to as a rookie remained unchanged from the slave era.

That's not an anti-police statement.

It's merely a statement of the culture which shaped law enforcement here and throughout America during that era.

I firmly believe one way we citizens can help change the NOPD is by gathering to support it when it's in the right with equal fervor as when we denounce it.

This is a very tall order to a community which has endured a procession of almost cartoonishly corrupt cops over the years.

The police, led by the mayor who appoints the police superintendent, have yet to unite with natural allies in the Black community- beyond obligatory preachers and socialites.

Anti-police brutality groups like Safe Streets, Strong Communities and Vote ( Voice of The Ex-Offender ); alongside the dispute mediating Peace Keepers, have yet to be engaged by this administration.

This is a glaring oversight given these groups ground zero presence in advocating for police reform; urban violence reduction and inmate rehabilitation.

They should have been partners at the table from the onset of the mayor's Nola For life anti-crime initiative.

Our Independent Police Monitor soldiers on with anemic funding; muzzled mandate and short staff, conditions skeptics suspect are intentional.

Together, these grassroots and oversight resources could seriously challenge what the mayor calls a " culture of violence.

To date, this potent public/private partnership remains unrealized.

A two front war for New Orleans urban safety means a local government willing to partner with reformers from its Black majority and a Black majority which finally protests thugs in blue jeans with equal ferocity as thugs in blue uniforms.

Otherwise, things continue as usual.

Rand Paul Did OK At Howard University

There was only one Jack Kemp. God know we need his all American appeal to conservative and urban audiences at a time when the GOP is attempting frenzied " minority outreach. "

I put " minority outreach " in quotes because involvement is more my cup of tea.

That aside, Senator Rand Paul's Howard University speech set the outreach march on steadier ground.

Instead of sounding like a Democrat with a removable " R, " he was himself, which is all American Blacks pro and con, should ask.

I don't think I'm alone is saying I don't need White folks adopting minstrel show phony drawls ( Hillary Clinton & Joe Biden ) nor drop obvious applause lines based upon our religious or civil rights experience.

Just talk to us.

From the podium and during Q & A, he addressed his stance on issues like the Civil Rights Act which got him in hot water in the past.

One mistake I think Black folks make is demanding those far removed from our community magically address us as if they've been life long insiders.

Rand Paul is obviously a White male libertarian and Republican US senator. Some of his conclusions on the GOP or icons like Ronald Reagan differ from those of the Black liberal mainstream.

That his conclusions differ from those of the Black liberal mainstream doesn't necessarily make him a villain.

American Blacks of Paul's generation should focus less on what happened in the past and more on what can be done now to distance ourselves from the limitations of yesteryear.

Rand Paul was born in the South three years ahead of me. We came of age in a region forced to confront its Apartheid by federal troops and legislative leveraging from the White Hosue and Capitol Hill.

Alot of Black liberals will charge he doesn't " get " Black folks. I wonder doe " Mt Negro Dialect " Harry Reid "get" us any better?

I'd argue Rand Paul's de-criminalization of what he calls " victimless drug crimes " alone has the potential to liberate several generations of Black men who chose drug dealing as a profession.

That stance resonates far more with the Black liberal ( and parts of the conservative ) mainstream than with anti-drug hard liners like myself.

I consider crack; heroin; meth and other chemical angels of slow motion death to be nothing less than satanic in their design and impact.

Drug de-criminalization is a big libertarian coalition builder and within it lies the glue for adding American Blacks who feel the War on Drugs is racist.

This topic, along with libertarian aversion to intrusive policing and an aptly named " warfare state " were rightly shared by Paul at Howard University- just like he does elsewhere.

I think he did ok during his Howard University speech, precisely because he remained himself and didn't deviate from trademark philosophical positions.

I expect White folks to be themselves and not put on patronizing productions designed to pacify us.

rand Paul did ok at Howard University and thus far is ok by me as someone offering the GOP political viagra if they're willing to take it.

Race Baiting Fool Fakes Fiery Hate Crime

Chesterfield, Virginia ( jack leg ) minister Olander D. Cuthrell recently decided to spice up his life by allegedly faking the N-Word being spray painted onto his house and setting his porch and driver's side door of his vehicle on fire.

Hmmm, how is the cause of racial harmony not to mention the good name of the clergy furthered by this ridiculous stunt?

Phony racial attacks cheapen real ones when they occur.

From Tawana Brawley to the Duke Lacrosse team accuser, Black folks crying wolf has become a cottage industry.

Perhaps the "good" minister was auditioning for a spot as a world renowned racism racketeer. I'd love to hear the motive behind this stunt.

So far, he seems to be a race baiting fool who faked a fiery hate crime and now faces two felony counts of arson for his trouble.

Orleans Parish Prison: A Correctional Ghetto

New Orleans criminal justice system isn't broken-it's simply non-existent by most modern standards.

The reform spotlight is on Orleans Parish Prison ( OPP )- equivalent to a county detention center. Civil rights abuse claims abound, as do allegations of incompetence.

A federal consent decree also hangs overhead.

Who's more to blame, the thugs in prison pants or alleged uniformed thugs " supervising " this spectacle while more laws are broken on camera than can be counted?

This is the prevailing mindset among too many of this city's majority Black population. The criminality seems molecule deep and do gooder proof thus far.

To be fair, White natives share in it as well. This roguishness is fully integrated but less refined among lower income demographics.

My three years living here has been sobering. I'm a Black Southerner but New Orleans offers a Southern Blackness the likes of which I and most other outsiders haven't previously experienced.

Scenes like this didn't begin with the current sheriff, Marlon Gusman..To blame him for holding the bag on generations of dysfunction seemed unfair to some advocates and even racist to others.

Critics on the other hand accuse his staff of being little more than uniformed versions of the prisoners seen above.

Supposed low entry requirements and low pay are listed as culprits, but I bluntly add that the local supply of overgrown boy and girl scouts is so depleted as to make a surplus of straight arrow Serpicos highly unlikely.

I think he's doing the best he can with what he has. I'm prepared to be proven wrong on this count but against such odds what can one do that won't invite law suits?

Sheriff Gusman gets to house a microcosm of New Orleans urban reality: a feral existence punctuated by profanity; medicated with substance abuse and riddled by gun fire.

As an American Black man, I'm surrounded by " brothers " like these, blindly pursuing lives of petty crime while Martin Luther King and Malcolm X spin at warp speed in their graves.

Some say my term " chocolate Klansmen " is too harsh tin describing the vandals you just watched. I think it's more polite than what's understandably running through certain readers minds.

Sheriff Gusman's critics and supporters agree on one thing: Orleans Parish Prison is a correctional ghetto.

Can we ask him to cure such a captive audience with a tiny budget and man power compared to billions spent on the Great Society in all its forms?

He's the parish jail executive- not its top plantation overseer, despite how some inmates and correctional officers act.

Individuals must upgrade themselves- institutions can't magically do it for them.

It's not what you think folks.

America hasn't become a real life George Romero zombie movie set- yet!

It can be argued however, that her inner city has become so.

" Zombie homes " refers to foreclosed properties abandoned by owners who can no longer afford to maintain them.

This plague has impacted the battle ground state of Florida, whose 90, 556 empty homes leads the nation.

Not surprisingly, President Obama's home state of Ilinois is second on the list of residential defections with a death toll of 31, 668.

Inner city communities in particular are ravaged by this plague as vacant houses become breeding grounds for real life zombies in the form of foraging addicts and drug dealers seeking hideouts.

Mortgage relief is a dirty word to a Black community whose home ownership slipped to pre-1990 levels, despite presidential promises to the contrary.

While this zombie plague may not be of the flesh eating variety, it is devouring Americans ability to keep roofs overhead while their president enjoys the comfort of the White House.

At least a real zombie plague would offer a quicker end to national misery gobbling houses from the Hood to the Heartland.

GA Black Elected Official Sets New Low

Brunswick, GA city commissioner and mayor pro tem James Henry Brooks should be ashamed of himself for interfering in this extremely hot button murder case.

His bungling reminds me yet again that Black faces in high places don't necessarily mean color blind governance!

Quite the contrary, as we see.

Brooks attempted to assist the prime suspect's mother by advising her not to talk to a police officer who'd approached her.

Memo to Black elected officials: dipping segregation era interposition and nullification in chocolate doesn't make it any less wrong!

This case promises to heighten tensions in ways that will make Blacks who practice racial double standards when it comes to crime rue the day they did so.

Bet on it!

A 13 month old is dead and justice for him and closure for his family should be the only priority- not running interference for a murder suspect and the mother covering for him.

Mr Brooks set a new low with this stunt.

I've been a police/community relations advocate my entire adult life, despite racial profiling and stone walling experiences from various departments.

Now, I'm in New Orleans facing an agency which seems even more tone deaf to Black anti-crime input than most, which is truly alarming.

While there are NOPD officers I greatly respect, their employer has acted and often still acts in extreme bad faith with the Black community.

So badly that I wonder if it's time to modify my nominal support of " Good Cops- Not Bad Policy! " to a include a more assertive posture.

This assertive posture is summed up in the companion slogan, " NOPD Hates Me? " and underlines the deep mistrust many Blacks and other citizens feel toward this department's rogues and cover up minded command staff.

" NOPD Hates Me? ' can include active video taping of officer misconduct and even on site protests of misconduct if necessary.

I remain a good cop supporter. I bitterly oppose inner city thugs I call, " chocolate Klansmen. "

As a conservative, one of the worst forms of big government are unconstitutional police and supervisors who enable them.

My support of law and order includes the expectation that police do the same.

But it's only fair to ask, who on the streets and in this department's hierarchy hates citizens who look like me?
